Consider the distance. Think of the distance. It is not ideal to deliver the orders after one hour. You can have a restaurant that is near likes it will be delivered for 20 minutes only. Get a license. The license is an important factor to start a business. Without it, the operation is not legal. Just apply for so the customers will continue to trust and order foods. Ask for the requirements so you can ready them. The approval will not takes time.
